Title: New Issue - Conceptual - Focus of Responsibility Line 680. I suggest that this description should have added to it “..supported by empowered responsible individuals and or structures in all participating government organisations I realise that this point is somewhat reflected in the later point at line 690 but fell that needs to focus on the actual application of the TGF in projects. Following on to the outstanding point on diagrams in this section (Highlighted at line 698), I feel that a version of peter’s “Onion” model fits at this latter point.
