I would like to suggest that a monitoring agent will either be a node_template per Compute node_template or that Compute will add a new interface to install and manage the lifecycle of the monitoring agent. We suggest something like:
tosca.interfaces.monitoring_agent:
          install:          
          start: 
          stop: 
          uninstall: 

plugins to this agent can be added or removed per node using another interface:

cloudify.interfaces.monitoring:
          start:
            implementation: 
            inputs:
              collectors_config:
                ...
           stop:
