Following our discussion during the last TC meeting, here the beginning thread to recap the proposal and get the discussion going:

 

1. Use a perpetual URN which by default points to the latest spec revision.

2. URN also lists all released versions of the spec to allow dynamic discovery of all published spec versions.

3. Add an interface method to the spec to query the registered service for the spec version(s) that are supported.
