Candidate modifications to support continuation pages

Hi folks,

Thanks again, Jean, for mocking up the continuation pages for the UN layouts.

When writing up a suggested guideline for Jean to follow for the 6 
formatting specifications, I realized all I needed to do was cut and paste 
a few lines and get my desired effect.  So, I've modified the 
specifications and made two-page PDF files and zipped them up for your review:

Please review my wording and let me know if you think I've been too terse 
and should spell things out differently, or if you would rather I present 
the information differently.

I'm prepared to incorporate these (or any changed versions) into the next 
revision of the FS directory for final UBL 1.0.
