Dear all
in keeping with our promise to release internally a draft of the NDR document 
every week - here is this week's version. Given that we did not have our call 
last week and I did not get the cycles to follow up with anyone the changes to 
this week's release are minimal. I added in Eve's suggestion for the Guiding 
principle on Code Generation and I numbered our figures.

I will begin to number our rules but I am waiting until we have more in to 
begin.
