Greetings,

The rule that was intended to instruct global element creation for ASBIEs is in the right section in the body of the NDR (Element Declarations: 5.2.2.1 Elements Representing ASBIEs) but in the wrong section in the rules table (under Element Naming Rules). This might explain the improper assignment of rule number [ELN3] instead of [ELDx]:

    [ELN3] A UBL global element name based on an ccts:ASBIE MUST be
    declared and bound to the xsd:complexType of its associated
    ccts:ABIE.

Also, it should read:

    [ELDx] A UBL global element based on an ccts:ASBIE MUST be
    declared and bound to the xsd:complexType of its associated
    ccts:ABIE.

I removed 'name' because element *names* aren't declared and bound to types, the element itself is.
