Yes, that was my concern - that since the 'schemaLocation' is specified 
in many schemas to be "../common" or "../codelist", this would have to 
change to comply with the current rule.  But if we stop the nm6 rule 
after the document type (in this case, 'schema'), or remove it 
completely until we understand the issue better, that would resolve the 
rule conflict at least and not require any further schema changes for 
1.0.  We can then revisit for 1.1.  Is this acceptable to you?
