There's the need of typifing the cac:TenderingCriterionProperty. So far we have identified three codes that are being used in the ESPD to process criteria properties: 
1- REQUIREMENT
2- QUESTION
3- CAPTION

This code would be used like illustrated below (see the Proposal box, below)
