And, the current members are only the Steering Committee companies?

The membership of the member section are those OASIS members who
specify, at the time of signup or renewal, that they want to join the
member section and allocate a portion of their dues to the member
section. An OASIS member does not need to be a MS member in order to
participate in MS TCs. (You can't change this stuff.)
Benefits for MS members are defined in the RoP, which would normally
include voting for the SC.
