I got a private response from Jacques that he was interested in i019. I
can pony up to take ownership of i004 as well.

I had been assuming I owned 018 "Is an implementation supporting a 
smaller max message number valid?" in any case and am happy to make this

official.  Fortunately for me, it seems destined to close soon.
