The name is independent since the fault handler variable is local. Not
sure what the ambiguity is but if you see an editorial clarification let
us do it.

BTW, on issue 68 there is still a bit of an ambiguity. Is the name of
the
variable on the fault handler independent of the name of the variable
that
was thrown? E.g.
scope
faultHandlers
catch faultVariable="foo" faultMessageType="b:ar"
variables
variable name="icky" messageType="b:ar"
...
throw icky
Will the fault be caught by the local scope's fault handler? I hope the
answer is yes but this isn't necessarily clear from the current text.
