Question on the new process wrt non-normative documents

Jamie,

What is the perceived wisdom of the new process authors with respect to 
the process to use wrt non-normative outputs from the TC?

In particular, WSRF have an Appnotes document that we plan to publish 
with our specs. We will of course approve them in a TC wide vote, but 
how much further down the process toward an "OASIS Specification" do 
the process gurus believe we should go with non-normative documents?
