and how does that fit with our statement that portlet handles are scoped by
the registration only?
Didn't we say for the import/export feature that producers/vendors
supporting migration accross Producers need to make sure they do the right
stuff to handle this?
We have even a means for that in the protocol.
I agree that it is a good idea to have some form of uniqueness for portlet
handles but we shouldn't require it.
Also versioning comes into play here, right?

Currently, Consumers are not supposed to care about the structure/format
of portletHandles. Could you elaborate on the motivation for this
recommendation?
