Why is it that the utility schemaLocation cannot be changed until
approved? That is line 11 in the current secext.xsd has 

  <xsd:import namespace="http://www.docs.oasis-open.org/wss/2003/12/oasis-####-wss-wssecurity-utility-1.0.xsd"; schemaLocation="http://schemas.xmlsoap.org/ws/2003/06/utility"/>

yet you were able to update (albeit with placeholders ####) the
namespace.
