I was missing the detailed explanation in Appendix A.12, which says that:
If the <AttributeDesignator> or <AttributeSelector> element were to
evaluate
to an empty bag, then the result of the expression SHALL be "False".
Anyway, I believe that Section 7.3 should be more elaborated.
At least, a referece to Appendix A.12 should be added.
Also, Section 5.9, 5.13, and 5.17 (describing *Match) should have direct
references
to Appendix A.12 for the semantics of MatchId.

Why is the response "NotApplicable"?
Section 7.3 says that:
Its value SHALL be "Indeterminate" if any attribute value referenced in the
target
cannot be obtained.
In this case, the attribute
"urn:oasis:names:tc:xacml:1.0:conformance-test:attribute:qos" is not in
the request context. No attribute value cannot be obtained and so the
result should be "Indeterminate".
Please correct me if I'm wrong.
