Tim says this has not been resolved, and would like input from
Seth and/or others.

The problem is that, in Section 4.2.4.4 example, in order to make
the string valid in XML Spy, he had to enclose the string in
<xs:string> tags.  He would like to remove those tags, but then
the examples will not validate in XML Spy.

The agreement on the list was that <xs:string> should not be
needed, but we want our examples to validate.  XML Spy tends to
be lenient, so this is a bit of a problem.

This problem first arose when we created the Expression group and
made AttributeValue a part of it.
