Yup :-). I have not commented on the current proposals because I wanted
them to anneal before public comment. *For describing a DTD*, here should
be no requirement to define a <root> of any sort, only <element>,
<attribute>, <contentSpec> and possibly <entity> and <notation> according
to how people think.
Of course if you wish to propose a <root> element to extend the
functionality you may, but I (and I expect many others) will urge you to
remove it :-)

(Of course the XSchema **as an XML document** must have exactly one root
element, but it will probably be called something like <XSC:XSchema>)
