Good question. application/xml and application/x-socat probably
make sense.

Probably none.

When you find a Delegate entry, that's assumed to be authoritative
information about part of the FPI tree. Thus, the "master catalog"
would be a whole lot of Delegate entries, stating where the
catalogs are for -//ThisCo//, -/ThatCo//, and -//TotherCo.
It's like DNS glue records.
