I'm afraid it depends on who you ask. There are plenty of folks out there
who know and like DTDs. Though I haven't heard anything them muttering
'you can take my DTD when you pry it from my cold dead hands', I'm sure
there are a few folks who feel that way, for SGML compatibility reasons if
nothing else.
On my (highly unofficial) part, I'm looking forward very much to schemas.
I'd like to see the final schema spec come in a few pieces (text
replacement/entities, document structures, and data types being separated
cleanly), but I think XML would gain a lot from a more flexible and less
document-oriented spec.
As for the official intent, I'm not sure anyone will (or can) say.
