IMHO the objections to notations are really reactions to the
failure of the XML spec to explain its purpose: datatyping.
A notation can be applied to the #PCDATA content of an element
(via a NOTATION attribute) or to an external file. The general
failure to understand this causes new mechanisms for datatyping to be
constantly reinvented.
