Yes.  The XML Rec specifically allows you to create NOTATION declarations
that map the targets of PIs to URIs or FPIs, thus:

	<DOCTYPE whatever [
		<!NOTATION myapp SYSTEM
		"http://my.domain.com/docs/myapp/index.html">]>
	...
	<?myapp do something?>

Then your application can match not on the name, which can be
different in different documents, but on the consistent and unique URI.
