The reason is that the DOMs interfaces were defined in
CORBA IDL, the intention being to ensure language
neutrality.
The problem is that, in the abscence of the whole
CORBA infrastructure, there's no way getting hold of a
concrete instance of a CORBA interface (unless you've
already got one that defines a factory method ... but
then we're on the first step of an infinite regress).
So, there's no DOM-vendor-independent mechanism for
document creation at the mo' ... there _might_ be in
Level 2, but there's a lot of tricky issues that need to
be resolved before that can happen.
