   Guidelines to describe an User Interface ?

I would like to describe User Interface elements (textfields with styles,
frames, images, ...) in XML.
I want to use a format which is technology and platform independent.

Is there any Guidelines to follow ?

I've heard about something started by Netscape and used in Gecko.
What is your opinion about it ?

Does anyone use XML to describe UI elements ?
