Mozilla's XUL is what you're looking for. It uses xml to describe complex UI components such as toolbars, menus, etc, and HTML to describe anything that can be described in HTML. See http://www.mozilla.org - the easiest thing to do is download the current nightly build and play around with the XUL files in the res directory.
