The DocumentHandler of the Xerxes C++ SAX implementation doesn't seem
to have a startElement() function

Is this a bug in the documentation, or a feature of this
DocumentHandler, I wonder?
I would have sent this to the Xerces mailing list, but I was unable to
find its address listed here:

(I'm also noting that this seems like the IBM C++ XML parser SAX,
which I doesn't like much...:-/ )
