We clearly have a need to delve deeper into XML fragments related
issues and I believe this is one of them.

In my view, sometimes it makes sense for a particular XML fragment
to specify constraints on its containers.  By its nature, a fragment
is likely to be missing some information (parameters if you will) that
must be provided by the context.  We currently have no mechanism to do
this but we will need it eventually.
