I'm not sure that the BizTalk approach is all that wise.

It seems that choosing MIME would have been far better.
Thus, the message contains two documents; a BizTalk
routing document and the 'content' document.  This allows 
for other routing protocols to be used with the 
message -- simply add another document to the binder.

This reminds me of Red Hat's RPM format.  They could
have simply used pkzip or gzip and included a MANIFEST 
section... just like Java's JAR files, which IMHO, 
is the right way to do it.
