1.	The namespaces specification neither recommends nor disallows the
use of qnames in attribute values.  (What you put in your attributes is your
business.)

2.	The InfoSet Working group is responsible for recommending what
conforming parsers must expose to applications.  David Megginson is the
chairman, and he can likely give you current status.
