Hi Ann,
So , what is more preferable from a business point of view then:
380 X 5000 = 1 900 000$
or 6000 X 320 = 1 920 000$
Or what can be said to be more representative of an industry? 380 or 6000?
OK, It is Monday morning and I am definitively not serious. Or am I?

You're way over allocating. W3C has roughly 380 members (some full, most
affiliate).
Staff is considerably lower than that (people pages aren't secret, you can
see those).
W3C budget goes, of course, to more than just salary, though that's a very
big
part of any expenditure.
(and no, these folks aren't getting rich off member dues, they're paid at
academic levels through the host institutions. Read 'underpaid for their
talents' ).
