Nope -- just build on any URI over which you have control. Most
Namespaces nowadays are built on HTTP URLs (like
"http://www.w3.org/1999/xhtml" for XHTML from the W3C), but if there
are ever usable URN schemas out there, people may start using them.
There is a bit of a race on to build schema repositories (Biztalk,
xml.org, etc.) but it's still anyone's guess whether the world will
actually use them.
