Actually, from the spec:
[45] elementdecl ::= '<!ELEMENT' S Name S contentspec S? '>'
[4] NameChar ::= Letter | Digit | '.' | '-' | '_' | ':'
[5] Name ::= (Letter | '_' | ':') (NameChar)*
[84] Letter ::= BaseChar | Ideographic
[85] Basechar see http://www.xml.com/axml/target.html#NT-BaseChar but
believe me it allows all sorts of characters
