That's hard to say. Internet Drafts are _drafts_ and their
contents might never see the light of day again (before or
after going through interminable revisions). OTOH this might
end up as an informational RFC one day, or maybe a BCP (best
current practice). Your guess is as good as mine.
Why not mail the author and ask him what his intentions are and
what he thinks the relevant IETF working group(s) attitudes are
likely to be?
