The code for the gnumeric app is available from the gnome CVS base
http://cvs.gnome.org/bonsai/rview.cgi?cvsroot=/cvs/gnome&dir=gnumeric
The XML I/O code is in src/xml-io.c and based on libxml tree output.
As far as I know there is no DTD written for it.
