I have v2.5 of XML Spy installed and this has does not have the file
ICComNet.exe

I noticed the same things (my firewall immediately popped up lots of
questions about whether I wanted the application to be permitted to
access the local network, the internet, and even act as a server!).  I
said "no" to all these questions of course.  I came to the same
tentative conclusion you did.
