Regarding the relation between the encoding rules in the SOAP 1.1
specification (section 5) and the RDF data model, the two are intended to be
complimentary. RDF describes a data model and several encodings while
allowing that additional encodings might be invented. SOAP section 5 is one
such possible encoding.
