Also worth noting is the tendency by some on xml-uri@w3.org to treat
certain NOTEs coming from within the W3C as canonical, particularly:
http://www.w3.org/1999/04/WebData
http://www.w3.org/TR/NOTE-webarch-extlang
and possibly:
http://www.w3.org/TR/NOTE-rdfarch
