Thats a weird thing to say, IMHO, since PDF has an almost 1:1
equivalence to Illustrator (and SVG). XSL FO is the equivalent of RTF,
it is not at all like PDF.

XSL FO is not about rendering, so I don't see quite what you want. SVG
would be one target rendering language for an XSL FO engine
