This is the type of scenario that motivated my comment (http://lists.w3.org/Archives/Public/www-xml-schema-comments/2000AprJun/0159.html) that became LC-117 on the last call issues.
In addition, by having the document specify individual resources for each namespace,
there is no mechanism for a schema designer to enforce that any expectations
about the elements that he has specifically included from other namespaces
which basically makes the uri on the import a joke.
