Having worked on this quite a bit more, I gave up thinking about the general
case, but I think roughly speaking, as other people have already said, the
link needs to be able to be defined within the schema.

i.e. the schema might have in a <type> definition something like

<element name="Links" type="XLink" minOccurs="0" maxOccurs="unbounded"> 

So this type is now "linkable" and "linked documents" will still be valid in
the schmema.  And based on my experience perhaps if the XLink type derives
from keyref this takes care of many useful cases?

I have learnt a lot from the comments on this thread, thanks again.

btw I have also been using the Biztalk Server preview and imo it is already
an impressive tool (albeit having an excessive love of "functoids").
