That is correct. This could be simplified:

<!ELEMENT channel (
   title |
   description |
   link |
   language |
   item |
   rating |
   image |
   textinput |
   copyright |
   pubDate |
   lastBuildDate |
   docs |
   managingEditor? |
   webMaster |
   skipHours |
   skipDays
)* >

This is kind of a skanky DTD for other reasons as well.
