"Needs to" = "must", and there is no "must" about it.  It "may" be done
that way, and it *has* been done that way.  I have no interest in recreating
the SGML Property Set, nor even an XML-specific ultra-low-level property set.
As I said, those who want the former know where to get it, and those
who want the latter now know where to get it too.
