I'm a little new to this list, and so I hesitate as I post my thoughts. If
I'm suffering from a lack of information (or misinformation), please
accept my sincere and profuse apologies, in advance. However.

I understand that the W3C might want to keep the details of its
working conversations confidential. A certain level of confidentiality
promotes free exchanges of thought.

Couldn't those exchanges remain confidential, but open up each
draft/recommendation/whatever for public referendum, prior to
acceptance? Is there is any such provision now?

Of course, this entire thread assumes that there is a community of
technical professionals whose voices are not being heard...and that
those people have something to say. It assumes that people care,
and will respond when they are offered the chance to participate.
And the above suggestion assumes the W3C would respond, given
the collective opinion of the community. Whether or not these
assumptions are valid...might be yet another matter for debate.
