This sounds like something to be done by your program.
Think about when and how you want these arguments to be
passed. You say you are "creating" xml content. It seems
that you have to arrange your program to handle this part of
the job - it doesn't seem like an xml issue.
You might be more helpful suggestions if you were more clear
about what you have in mind.
