Yes.

As I understand it the DTD. Schema validation comes after DTD validation
(if any). This is done to allow entities to be resolved before schema
validation. Of course some of this may be application specific.

Do you mean defined in xsi:schemaLocation? Or is your application
automatically resolving the namespace to a schema?
