It depends on the type of document you want to manipulate.  DTDs range from
the sublime to the ridiculous.  Their histories range from weeks to years.
 Among those of which I am aware, you have Docbook for technical
documentation, and TEI and TEI Lite for scholarly work with text.  Some
more recent DTDs for publishing include the Open Ebook publication
structure found at
  www.openebook.org
and the one we are developing for digital talking books, DTBook3, which you
can see at
  www.loc.gov/nls/niso/

Within a few days we will have a draft of a specification for the markup of
digital talking books available from the web site of the National
Information Standards Organization,
  www.niso.org

Even though we call these documents "digital talking books", we are
defining a whole family of documents with varying amounts of text and
audio, to be played back in large print, refreshable braille,
text-to-speech and/or narrated audio.  Stay tuned!
