Oh, I was answering the "should" question: "Yes" an external entity (DTD or
otherwise) should, not must, begin with a text declaration, because, as I
stated, if it doesn't have a text declaration, the usual rules for
determining the entity's character encoding will apply, and it will be an
error if the entity does not have the same encoding as is automatically
determined...
So if you opt not to put in a text declaration, you'd better have your DTD
in UTF-8 or UTF-16. Rather than tell people that, it's easier to just say,
give it an accurate text declaration so you don't have to worry about it.
