Somehow I don't see that happening :).
Seriously, though, even at a consortia level, that group has to commit to
the funding and availability of the individuals it appoints to groups, and
must manage access to member-confidential materials, etc. Access control
becomes much trickier when it's a group, not everyone suddenly gets a user
name/password.
