RDDL, namespace versioning

If we use namespaces for versioning, should there be a separate RDDL
document per version?
Or should there be a RDDL document containing information on multiple
versions and some kind of identifier (an XPath? an ID used in the namespace
URI?) that can identify which version applies to a given document?
