My guess: a priori agreements as to Records of Authority that
govern transactions prior to initiating mission
critical transactions.
You must know in advance the version to be used
and where a proven copy of it is located.
I suspect that is part of what WSDL should provide.

There seems to be a piece of the puzzle that is missing, certainly
for enterprise usage. Or is there something obvious that I am missing here?
