I should rather say:
<fact expression="plain">A namespace name is a URI reference.</fact>
<fact expression="metaphor">A namespace name had better not be
a relative URL, or the Gods of W3C will frown upon the offender
and his children's children, yea unto the tenth edition.</fact>
<controversialAssertion>It can be an absolute URL, or an URN,
or an absolute URL with a fragment ID if you must.
